I’m wanting to change my cement colored grout to white, can I do it with the white grout refresh?

Yes, Grout Refresh can be used for this application. If is a drastic change, from dark to light, two coats may need to be applied.
Does the mahogany color have red tints? I really like the brown but don't want red tints.

The color should match the swatch you see when you click the mahogany button above. It is designed to match the Mapei color palette.
Does the grout need to be dry before applying?

Grout Refresh comes as a liquid as should be applied as a liquid (wet) and then allowed to dry.

The Mapei Ultracare grout refresh was a lifesaver. We had Pensacola Brown tile installed that looks like wood. the mfg suggested using Mocha grout. It looked gray upon completion. We ordered the grout refresh in Pecan and applied, it and it blends wonderfully. We are installing more of the same tile and have ordered pecan grout for the next install so we don't have to change the color. I wish I could show you pics tha show the difference.
