Will this work to lift concrete pavers?

As long as the paver is within the weight capacity, this product should be able to handle carrying it.

For tile mechanics, this suction cup will pick up any and all types of individual tiles without being previously dampened.
Any textured porcelain is a breeze.
Now this has a purpose because it's not the strongest when trying to pull a 12 x 24 off the wall. The wet pump ones will grip better.
This particular suction cup is kind of a niche tool. I've found that its best purpose is for when setting tile over a 13 x 13 on the floor or a wall. If you've truly been a tile setter every day for more than a few years, you have realized by now, after a day of picking up tiles like a 6 x 36 that your wrists are killing you and your finger tips are beat up picking up piece after piece. Just one of these will make it so much easier all around, from just picking it up to holding it while back buttering the tile. Two is even better, just grab, lift, set, release. It actually is faster than picking up a 3 ft long piece of the (latest trend wood looking) tile by hand.
I walked around my local warehouse and there wasn't a single tile it wouldn't strongly grab and hold while dry and even dusty.
For such little money, you'll be amazed at how much better your wrists are going to feel at the end of the day.
For you youngin's... heed my advice. Use these now, so you aren't hurting when you're only 40 years old!
