Is this a wet saw?

Yes, the Norton Clipper BBC207 14" Masonry Saw is a wet saw.

Does the cutting head detach from the frame?

The head with the cutting blade is bolted to the frame and the arm which houses the drive belt, so it would be a little bit of a task to take it apart.

Does this saw have a water recirculation pump system if there is no mains pressure water?

This saw does include a water pump for wet cutting applications.

Is this saw 230 V or 115 V or both?

BBC207 single phase masonry saw motors have a dual voltage capability. A 115- volt or 230 volt power supply can be used. To change voltage simply move the voltage change switch located on the front of the motor to the required voltage, no rewiring is required.Wherever possible, use 230-volt power supply for best operation.

solid saw

well built, easy set up, what I expected. saw came four days after ordering, I did have to find a commercial address to receive the saw was on a palette.
